TMF promotes community and economic growth throughout Texas by:
 
 Investing in the revitalization and stabilization of distressed and/or emerging areas;

 Providing access to capital for small- and minority-owned businesses;

 Creating jobs especially for low- and moderate-income persons;

 Increasing the local tax base;

 Increasing the supply of affordable housing;

 Financing needed community facilities; and

 Enhancing the economic impact of local Community Development Corporations (CDCs) and Community Development Financial Institutions (CDFIs) through investment partnering.
